You must be an owner to add other users.

Step One:  Login to your Google My Business Profile and

Step Two:  Click on the 3 dot icon

Step Three:  Click on “Business Profile Settings”

Step Four:  Click on “Manager”

Step Five:  Add the email address and click on the “invite button”
